Hard to say. My best guess is just having such a famous "first" example in Columbine and likely having people nearby refer to it every time a mass shooting hits national news. Such notoriety might "inspire" others with bad intentions.
Or perhaps the mountain air might make people a little crazier than average (mostly joking, I don't know if that's a thing).
