Sex trafficking is down because cops can't arrest prostitutes anymore. Cops used to rely on their testimony in order to prosecute johns and pimps, but now they can't pressure prostitutes to snitch anymore. As a result, it's much harder to build a case. As is the case with many retarded California policies, a law made to "protect sex trafficking victims" ended up hurting them even more.
