Lol guns are not that hard to use. If you are really concerned just have a basic guns safety sheet come with each one that has basic concepts of gun safety.
Also, basically the manuals pretty much do that anyway. They are actually quite good and explain well how to use the gun, and are often overloaded with safety information including all the gun safety concepts. You don't have to have "training" to use one of them. They are not that complicated. Just read the dang manual if you really don't know, and if you are too cocky to do so then you are going to hurt someone or yourself anyway with something else regardless. Even more so if you get a basic revolver which takes about 3 seconds of looking at it to figure out how it works in most cases with modern ones.
Not to mention the idea of something being a right and having to get a permit is ridiculous... even if that is often enacted by law.... but many laws are ridiculous.
