I think maybe a few months after it first came online, it might've had free speech. Not as much as YouTube during the golden 'filthy frank' era but close.

Now, it's got so many back doors for alphabet agencies to censor and delete and has been hard coded by leftwing authoritarian that it's easier to nuke it and start over than attempt to steer it towards free speech
