The MTA is one of the most hilariously shitty and most corrupt transport agencies across the country.
My favorite story about their ineptitude is when people complained about planned construction jobs being so far in the future the MTA guaranteed all of their planned construction jobs across the city would begin...without thinking of the consequences.
So instead of working on a few at a time and finishing them quickly they began HUNDREDS of construction jobs around the city, all with plans to finish in 3-4 years instead of 3-4 months.
It was by far the most absurd decision I have ever seen a major city department make. It completely shut down any progress everywhere and caused tons of injuries because so few workers were at each job.
Nobody got fired. They begged for federal money, reverted it back to the old system and gave themselves bonuses with the federal funds.
You're missing the best part. How they always claim to need raise fares and act ass backwards from any other company. "We are experiencing a record number of users. We need to raise fares to accommodate all these new people." Shouldn't all those new riders be giving profits? Then when less people ride "we need to raise fares because less people are riding." Well won't you be losing more revenue then as more and more people stop using you?
