The only government agency that is proactive in going after people who "forget" to do things is the IRS. Because money is important to them, the laws are just games they play with the masses.

Its the same with the huge chunk of illegals who just "forget" they are overstaying their visas. They never go anywhere unless they get attention on them, and then proceed to take up a huge chunk of our tech industry.
