Contextless Devil's advocate: if he's completely blind (I don't know this guy), how is he navigating in a gym without a literal spotter? There aren't only trip hazards to be cautious about there. And why would he have a "blindness registration card" with him there as well?
For his part, if that manager took any further action with him, I'd wonder if an ADA (Americans with Disabilities
Act) violation had just occurred.
I spent ~3 minutes poking around and found something that says he has stargardt disease. He might still have some peripheral vision but if he's legally blind then he's definitely not staring at anyone or anything.
