I think it depends. Certainly you’re right that there’s no prohibition against violence in Islam and arguably Islam encourages violence. And over in the Middle East, there’s no shortage of angry men who can be recruited into violent Islamist groups. But over in the West, I think a lot of the so called “jihadists” caught by the three letter agencies were actually actively goaded into plotting violence by those same agencies and they otherwise wouldn’t have planned anything.
