False. The US was not involved in Euromaidan at all. It was a purely Ukrainian domestic movement. Russians lie and claim otherwise - without evidence - in an effort to discredit Euromaidan as being the will of the Ukrainian people to overthrow a bought and paid for Russian puppet.

NGOs, while often lied about by enemy propagandists, have never done any such thing. They are not affiliated with the government, they're just private charities.
The State Dept does not do any such thing. Only the CIA is authorized to engage in subversive activities abroad.

It simply is not possible for the CIA to build their own organization.
