There are 2 distinctions: (1) money "promised" versus money "sent;" and (2) military assistance versus humanitarian and financial assistance which are counted separately. You are referencing military assistance only. The chart in the linked article that indicates the ~$200B cites the Ukrainian government and the Kiel Institute. I didn't look very much at the Ukrainian site. The Kiel Institute only indicates $48B in total assistance through November 20, 2022. Perhaps the Ukrainian government has some propagandistic talking point wherein they interpret/value certain promises at $196B or perhaps Fox News is pulling that number out of their asses. The Kiel Institute is set to update for recent spending tomorrow so perhaps that will be illuminating.
