These phrases are often included ironically in low-effort responses to his statements, made by people with an exaggerated estimate of their low value and nonexistent intellect. The kind of people who would call him a "retard" because they can't figure out what he's saying. He goes on to call on Elon to do something about anonymous accounts, because he correctly assumes a lot of this behavior would cease if there was actually any risk of consequences for it.
