After everything we've seen by now from absurd "localisations" to kick Vic, that should just be every dub watcher's default assumption.

Unless they're voiced by Vic, you can probably safely assume they're racists or rapists. Or both. Or would be, if they had the opportunity to, according to the ideology they espouse.
