Horizon and Motorsport are made by different teams, but I can answer your question.
Motorsport is delayed because GT7 bombed. They have a good opportunity to kill Soyny's share of the racing game fans if they get this right.
Horizon is dead or dying because a feminist hedge fund bought out all the team leads' contracts and set them out on making a GTA clone. I'd bet a significant amount that FH5 is now on the backburner as Microsoft try to get Fable out the door, hoping Motorsport will placate the fans who are waiting for the expansion.
Can't personally find much here to disagree with; I think you're spot on with this topic.
I'm not quite sure I agree with the downvotes your post here got.
For the record, GT7 and Polyphony's reputations have been permanently tainted by the forced DRM and absurdly exploitative in game economy designed to frustrate players into buying microtransactions for some of the most interesting cars.
I'm not holding my breath, but hopefully T10 have learned from these mistakes, hence the delay.
