Seems like women have set up the perfect racket. Make having kids hell for anyone who falls for it, make sure all spending on fixing birth rates lands in their wallets.
It's not a matter of men not wanting kids. Japanese men have no time for marriage or kids because of the 80-100 hour weeks they work. All this is going to do is increase the number of kids growing up in single-mother households among the few women who can find a man who has time to procreate.
Long hours are certainly a factor, but I don't think they're exactly queueing up for the experience of handing over their paycheck to a woman so they can be given an allowance.

I bet men would be more willing to work those long hours if they came home to a loyal and happy family.
