Put them in the middle of the prison yard, chained by the ankle to a post in the ground. Then, turn on the cameras, and announce their crimes to the inmates. Let it be known that they are anathema, and no inmate will be punished for any action harming them.

Vegas can have betting pools regarding time to live, manner of death, number of stabs, etc.
