In the Quran, it teaches Muslims to adhere to the rules of foreigners when you're in their countries in order to subvert and conquer them easier by blending in. The fact he's a mayor and is destroying the city from within aligns perfectly with the Quran. He doesn't actually need to follow the values/beliefs of the Quran while he's busy fighting the war against the enemy in their own lands. He's not a disgrace, he's actually doing precisely what the Quran commands of him.
