Translation: the hate crimes they WANT to report on are down as actual white racists groups (they do exist but extremely limited) aren't taking the bait after years of close monitoring.

The racists they DON'T want to highlight are running rampant and causing non-white races to hate them along with whites either disliking them to or disappointed in them as you can be white and racist towards white people (points at antifa)
