Many years ago, I got the chance to interview someone who defected from the Soviet Union. In '67, their unit was tasked with a census, part of a nation wide counting. A third of the people who were supposed to be in their region... weren't.
Unit commander reports this... and disappeared during the night. Unit redoes the count, reports the numbers... and the deputy commander disappeared during the night.
The Soviets claimed 300 million people in 1968... and best estimate is that they had about a third less. 100 million people gone in 50 years, over and above the official numbers.
