Section 32 states, “Any person convicted of a nonviolent felony offense and sentenced to state prison shall be eligible for parole consideration after completing the full term for his or her primary offense.” It defines “full term” as the longest term of imprisonment excluding enhancements, consecutive sentences, or alternative sentences.
What this means is that if you have a non-violent offense, you are eligible for parole after you serve your time for your primary offense. This doesn't matter unless you have enhancements adding to the time. So if you have no enhancements, you don't see any change. If you do, you might. The main issue here is that California can get out of control with all the enhancements it has.
Originally the Department of Corrections excluded sex offenders even with minor offenses. The California Supreme Court ruled that they could not do so.
