Because the lead isn't really that tiny. She's ahead by a couple hundred votes. If he knows that the Democratic machine added 1,000, 5,000, or 10,000 votes; and he knows that he's basically out of money, and nothing has changed for the Democrats strategically at a federal or state level; dragging the election argument out risks exposing their operation. The risk just isn't worth the reward. They have the Senate, they won't get the house, so it's just not worth the danger.
