Precisely this. Forgiveness doesn't mean not killing them. It means saying "God have mercy on your soul" before the axe falls. The idea that forgiveness equates to permissiveness is a protestant originated heresy that has spread pervasively the last half century through pretty much every denomination, spread of course by the usual suspects, but it is certainly not biblical.
