Plays have sign language guys now? That would be kind of distracting, and wouldn't the deaf have to choose between looking at the guy, and looking at what's going on on stage without the guy being distracting for everyone else?
Why not just go the high-tech route, and let the deaf download an app that gives them the dialogue that way? As long as they keep the sound down re: notifications, I can't see a problem with making an exception on the no-phones rules they must have.

if i was deaf, i don't even think I would have the motivation to go see a play. Its like taking a blind guy to an art museum
