Genocidal maniacs create a "vaccine" that includes one of the damaging elements, injuring those who take it

Genocidal maniacs create a new strain that lacks the particular damaging element the "vaccine" trains the body to look for, ensuring the "vaccine" will be entirely harmful, with absolutely no benefit at all inside of two years
