Shame to see CATO fall so far. I remember reading a study from them that cataloged hundreds of egregious use-of-force violations by police and proposing reforms back in the early 2000's.
The case that sticks with me is one of the cops causing 2nd/3rd degree burns with a flashbang they threw into an infant's crib when they raided the wrong address and then no one got disciplined and the cops fought in court to not pay for the medical care and damages.
That CATO report made me extremely distrusting of cops long before it became fashionable.
