Ever since the Geneva Conventions there's been a steady creeping thought in peoples minds that's only gotten bigger over the years that war can be this nice, civilized thing where we all just agree that certain people will die and others won't and we'll be nice and polite in wars, no need to actually try to win. Like some kind of card game. The UN and NATO like it because it lets them decide all over the world who wins and who loses, so if someone doesn't like them and won't play along with their global ambitions, CLEARLY they're committing meanie, dastardly war crimes (while conveniently ignoring their own) and have to be punished by the collective power of the world, and at the same time get another piece on the board in the form of another puppet government. Look at what they did to Hussein and his country and what's occurred as a result, but don't worry, that was all above board.
