Germany takes control of Russian-owned oil refineries

The German government has seized control of three Russian-owned oil refineries to secure supplies of gasoline, diesel and aviation fuel.

When was this? I was stationed in Aschaffenburg, a bit SE from Frankfurt, back in the mid-70s. Fulda Gap area was our section of the East German border.

Notably, the cities were already full of turks selling hashish in the parks.
