The elf being the black guy in a room full of white people can't possibly be enough to signal his victimhood. They're a bunch of filthy, struggling peasants, and he's a well-dressed nature spirit strutting around their drinking shack like they owe him something for gracing them with his presence.

If he's really meant to represent righteousness or victimhood, then anyone who buys it is too far gone to be allowed a place in society as anything other than menial and closely-managed labor.
