I used to think the Biden administration's goal was to use the power of federal government to turn the entire US into NYC.

However, with the reaction to immigrants being bussed around, I'm now not sure that even they understand what their goal is, apart from weathering the unending litany of disasters until they can find a viable candidate to replace Old Yeller...
