The virus would not survive that long on a cloth bag nor would the cloth bag carry enough unless you filled it with Cow saliva from an infected cow and rushed it through the border straight to an Australian farm. Transmissions mostly occur in direct contact or in environments where animals are presents (with long distance travel mostly being by livestock transport and the virus remaining in the transport area).
