There was this weird "open for practice only, not games" rule but they were keeping score. Brown claimed his was just there to inspect the facility when his hockey bag was there. He lied about what time he was there (the arena clock caught on video disproved that), he lied that Rebel's reporter Menzies falsely ID'd himself (again the video debunks this), he even had the city website stealth edited to make what he did within the rules but archives proved that wasn't there at the time.

Brown has a big tell when he's lying- his mouth moves.
