If you have ever been to a big city with a major homeless problem you would know if they did not make benches like that the tax payer would never be able to sit down on one when they needed to because a homeless person would be spread out on one at all times. If you have ever been in DC after the sun goes down (I don’t recommend it) you will notice there are now homeless people everywhere. A few end up finding a corner under an awning for the night and move out by sun up, But most take over most anything they can including areas around the monuments or what few benches aren’t designed to prevent it. DC police have to run them off in the morning just so they aren’t in the way and causing problems with tourists.
I know and the problem with doing the seemingly compassionate thing and giving them places to stay is problems always emanate from their encampments. Drugs externalities and petty theft.
