I don't see how it gets the street clean? It's just going to fling the debris behind it, and in the pic there is no debris behind it. Just piqued my curiosity.
It's dumping out water as it goes. That's why the reflection.
So it's basically for keeping the dust down more than picking anything up (there used to be guys with brooms, shovels, and dustpans on sticks that went around to clean up the horse stuff and other garbage.) That roller would be more like a big ol' mop than a broom.
