I'm not sure what you mean by this. The majority of the "culture" was actually people doing whatever was necessary to survive in the destroyed economy, regardless of morality or how sickening it was.

You can see poor people arrested for letting pedophiles rape their kids in the news occasionally now, imagine how common it would be when hardly anyone had anything?
