Precisely. Africans don't want American blacks moving into their neighborhood. Sometimes the governments will say otherwise because they have desperate need of wealthy or skilled immigrants to help with economic problems, but that's not the type of people they are actually going to get. They just think they will because every American appears to be wealthy and over-educated to your average African.
