It happens occasionally. Olympics for example. G(number) Summits. Big football games. Big multi-day conventions.

WEF is a weird one for sure. It's pretty fucking telling that a 3000 person event that's not officially aligned with any government is put on the same level as 5 million people attending the Olympics or heads of state attending G20.
