It’s more basic than that. Children tend to come out of marriages and for nations to continue they need to continue to have citizens. Nations used to tax things they wanted to discourage. Now they tax everything. And if women were common in the workforce during this time period they would have been taxed too. This was a society and economy that was fueled off of single income families. It’s no different than modern day tax credits for children.
