Imagine the hand-wringing and saber-rattling that would have happened in the US had Russia been overtly and aggressively supporting the Afghans or Iraqis during our adventures there.
This represents a departure from the international norm of not getting "too involved" and definitely not bragging about it when providing aid to a belligerent to undermine a strategic rival.
And it's bound to come back to haunt is, either when Russia or China duplicates this behavior on the US's next invasion or if we push a nuclear power into a corner where they feel they have to escalate.
Not the same way. Russia still denies that they sent pilots to North Korea, even though everyone knows they're lying.
Face is a big deal in international politics and saying "neener, neener, I can do everything short of sending my troops to attack you at we're not at war" robs Russia of face and is bound to end poorly.
