I read it as something completely different. In a homogeneous culture, where everyone buys into the public safety, police are only needed to remind the public don't be a jackass and speed next to a school, or otherwise check in on the elderly. It's only in a melting pot of drugs gangs rape and gun violence that police need to be soldiers.
Yeah, I agree. Their police wasn't trained for combat against violence. But they should have been doing this for at least a couple of years. Even if it's just one special unit. Escalating violence requires more prepared police, not hugs and love.
That's more or less what Montesquieu wrote back in the 1700s about society. The idea is that a society that votes on things can only exist without conflict if everyone shares the same values (culture and religious).
