Not sure why you see Puerto Rico's statehood as a "trigger". Dems have blocked it from moving forward as much as Republicans. Neither side is certain how the voting dynamics will actually turn out, nor wants to take the risk.

Yes, multiple times in fact. As recently as 2020, 2017 and 2012. Congress refuses to bring the matter to a vote.
