Nobody denied they had biolabs here. As far as I know nobody did. What was denied was that it was Americans actually using it to do research for bioweapons to attack Russians.

Of course not, we learned from covid that the US funded biolabs are first and foremost to create bioweapons to attack the US, with the rest of the world as a secondary target.
The wuhan lab wasn't officially developing bioweapons, they were researching things like bat viruses and the possibility of them infecting humans. Practically and literally, however, they were developing bioweapons.
I'd assume they have them outside the US because there is less chance of a whistleblower or honest inspection done in even more corrupt countries.
