America doesn't work on biological weapons for many decades now. Destroyed all the stockpiles (and had a plenty), just like it did with (lethal) chemical weapons. Went nuclear option only, also regarding the retaliation for B/C attacks.

This happened in 1969. By Nixon, no less.
