Nah, they started adding yellow elements to the standard silver/blue a few years ago: https://upload.wikimedia.org/wikipedia/commons/9/99/VW_Passat_Polizei_Norderney.jpg

Basically, every few years they dump a couple of million € into some government-approved consulting firm for them to come up with some minor changes so they can spend dozens of millions to buy new cars. Ain't life grand if it's not your money you're spending?
