Of course they could already, but they just want to let you know that they will now go ahead and do so. Also, why do they always say may when they mean will? They give you the hope that they won't immediately descend into a censorship dystopia, but you know they will and they're going to. Sure they'll start with the fringe, but it won't end there. It never does.
