Discord's ToS, like most sites, already lets them remove content for any reason already:
We reserve the right to block, remove, and/or permanently delete your content for any reason
Like most such decrees, it's not about giving them the power to ban you for what you say; they could already do that before. It's about codifying it and therefore normalizing it.
