It will be done as soon as someone can practically live beyond Earth. And 'practically' does not mean have to 'comfortably' in the slightest. Someone WILL put themselves through great hardship to crown themselves Emperor of Mars or something, and who's going to stop them?

'International law?' Secession from Earth-government will happen.
