It takes just as much fuel to get to the moon as it does to get to Mars, as Mars has an atmosphere that can be used to slow down and the Moon does not. That same atmosphere on Mars can be used to make fuel, while EVERYTHING on the moon has to be shipped there. The only advantage of the Moon is travel time, only 3 days for the Moon and 3 months for Mars.
If comspace takes off the moon will be a tourist destination at best. Unless H3 is found in large quantities and actually becomes a useful resource on Earth, but there's no signs of that happening. Mars is where people will be actually living and working.
Then in the far future, space colonies. But not until the Universal Century.
