They're not Arabs. They're either Pashtuns, Tajiks (Persians), Uzbeks (Turkics), or Hazaras (literally Mongols).

It's like calling Indonesians (the largest Muslim nation) "Arabs". Most Muslims in the world aren't Arabs. Which is also why most of the Islamic State activity today isn't in Arab countries (but in the Black Africa).
