That's why all the characters are white, and why non-whites are said to exist far away in the east and south. At most, he said some of the races have a darker complexion, but that's meant to indicate a more swarthy European complexion.

I doubt he mentions the dwarf skin color. It does mention the elves but lets be honest that will not stop Amazon from diversifying the elves.
The hobbits were modeled by some rural british communities, the dwarves after jews so them being brownish would not be far off, but not black.
