It's pretty easy to do. Remove all laws against beating women. Force women to marry men. If the women misbehave, encourage men to beat the women. Make it illegal for women to earn an income. Segregate boys and girls from school. Teach women that their only purpose in life is to marry a man and have kids. Ensure the media these girls consume is all about loving and supporting men etc...

It can easily be done. It has been done many times before. The problem is that China doesn't actually want to do it. China still foolishly believes they can use women as wage slaves and get women to be baby makers too. Doesn't work. It's one or the other.
