There's a systemic problem with blaming things on systems.
Because you can blame systems without legal ramifications. Systems are made by people, enforced by people, executed by people. But if you point your finger at people, you need "proof", and "proof" doesn't exist, so you might get in trouble. Instead, you can point your finger at the system, and imply that it formed from the aether, out of morning sun and gossamer mist, full of whatever political talking point you need to complain about, and then no one can sue you.
